U.S. Needs to Devise a Different ‘Brand’ to Win Over the Iraqi People, Study Advises

In the advertising world, brand identity is everything. Volvo means safety. Colgate means clean. IPod means cool. But since the U.S. military invaded Iraq in 2003, its “show of force” brand has proved to have limited appeal to Iraqi consumers, according to a recent study commissioned by the U.S. military.
The key to boosting the image and effectiveness of U.S. military operations around the world involves “shaping” both the product and the marketplace, and then establishing a brand identity that places what you are selling in a positive light, said clinical psychologist Todd C. Helmus, the author of “Enlisting Madison Avenue: The Marketing Approach to Earning Popular Support in Theaters of Operation.” The 211-page study, for which the U.S. Joint Forces Command paid the Rand Corp. $400,000, was released this week.
Helmus and his co-authors concluded that the “force” brand, which the United States peddled for the first few years of the occupation, was doomed from the start and lost ground to enemies’ competing brands. While not abandoning the more aggressive elements of warfare, the report suggested, a more attractive brand for the Iraqi people might have been “We will help you.” That is what President Bush’s new Iraq strategy is striving for as it focuses on establishing a protective U.S. troop presence in Baghdad neighborhoods, training Iraq’s security forces, and encouraging the central and local governments to take the lead in making things better.
Many of the study’s conclusions may seem as obvious as they are hard to implement amid combat operations and terrorist attacks, and Helmus acknowledged that it could be too late for extensive rebranding of the U.S. effort in Iraq. But Duane Schattle, whose urban operations office at the Joint Forces Command ordered the study, said that “cities are the battlegrounds of the future” and what has happened in Baghdad provides lessons for the future. “This isn’t just about going in and blowing things up,” Schattle said. “This is about working in a very complex environment.”
In an urban insurgency, for example, civilians can help identify enemy infiltrators and otherwise assist U.S. forces. They are less likely to help, the study says, when they become “collateral damage” in U.S. attacks, have their doors broken down or are shot at checkpoints because they do not speak English. Cultural connections—seeking out the local head man when entering a neighborhood, looking someone in the eye when offering a friendly wave—are key.
The most successful companies, the Rand study notes, are those that study their clientele and shape their workplace and product in ways that incorporate their brand into every interaction with consumers.
Wal-Mart’s desired identity as a friendly shop where working-class customers can feel comfortable and find good value, for example, would be undercut if telephone operators and sales personnel had rude attitudes, or if the stores offered too much high-end merchandise. For the U.S. military and U.S. officials, understanding the target customer culture is equally critical.
Helmus recommends expanding military training to include shaping and branding concepts such as cultural awareness, and the study underscores the perils of failing to understand your consumer.
“Certain things do not translate well,” the study warned. “Danger lies behind assumptions of similarity.” A gesture Bush made during his 2005 inaugural parade—the University of Texas “hook ‘em horns” salute with raised index and pinkie fingers—stands for the “sign of the devil” in some cultures and an indication of marital infidelity in others. A leaflet dropped to intimidate Iraqi insurgents, the study noted, “also reached noncombatants” and “gave everyone who picked it up the ‘evil eye.’ “
“Words cause similar cultural confusion,” it said. The Arabic word “jihad,” for example, has religious connotations for Muslims; its repeated use to connote terrorism is insulting and also perversely lends legitimacy to violent acts.
Schattle acknowledged that much of what works for consumer advertising in the United States might not translate well in Baghdad. But urban ops, he said, is all about experimenting and adapting to new realities.
“We want to look at new concepts, new business practices, to see if there are things that we can learn,” he said. Since his office was established after the U.S. military issued a new doctrine for urban warfare in 2002, “we’ve been collecting lessons learned from all over the world,” he said. “Not just Iraq and Afghanistan, but places like the Philippines and South America. Wherever there have been fights, we went out and looked at them.”
The challenge for the advertising study, he said, was to find “something we can learn from Madison Avenue or from the marketers, the best in the world, that might help us when we’re trying to deliver a message about what democracy is.” In Iraq, Schattle said, the “urban population is the center of gravity” and the problem is “how we influence them to be on our side, or at least not be an enemy” when “what they see is armor.” The goal of such studies, Schattle said, is to distill what works and incorporate it into future training.
Adversaries are doing their own shaping on Iraq’s urban battlefields. While intimidation, coercion and assassination might not make them beloved, such techniques effectively limit public outreach to U.S. forces, the Rand study notes. Enemy forces have also learned that “doing good works is a classic approach to winning friends and influencing people” and frequently provide basic services that the U.S. military is unable to match.
At the same time, Helmus said, U.S. military and civilian authorities must stop thinking of themselves as a “good-idea factory” whose every thought has greater merit than those of their customers. “Procter & Gamble doesn’t even do that,” he said.

So .... in the effort to strip a nation of it’s sovereignty, it’s culture, it’s religion and kill or incarcerate all who resist - and replace it with a puppet government in thrall to the US, so that American billionaires can gain unlimited access to it’s energy resources and markets...engineering a succession of paid-for dictators and tyrants - disposing of them when convenient or inconvenient - killing several million Iraqis through sanctions engineered by the CIA and the British Secret Services - killing a few million more through wars maneuvered by the Pentagon - with weapons and intelligence supplied by the Pentagon...and then occupying the country in an war illegal by every standard set by western civilization since the treaty of Westphalia...that could all be brought to a successful conclusion by marketing technique and branding?
A thought that occurs to me as I read this and the other latest newsletter “Your fear is all they have”...is how you juggle images of evil in an effort to try and say something that isn’t said. There is no analysis, no insight into this lurid evil ripped from the tabloids or it’s internet equivalents ....2 dimensional, clippings....scripts for tv on the cheap. Your newsletter said nothing - the horror stories were just effect that led to nothing - they were a displacement....a projection.
And here you are imagining ways to lend a hand to the American occupation of Iraq and subsequently the entire middle east - and why not? maybe world domination if consumer needs are met and this branding thing is turns out to be more than 1/2 the fucking obvious and another 1/2 a lot of marketing bullshit.

It is amusing to read someone who writes fairly well, assumes good intentions, and yet transmit so fluidly from la-la land.
Interesting btw., the years of official murder of at least several hundred thousand a year I mention above are not courtesy google search, tabloids or the dream/nightmare factories you derive the horror figures you write of in your screed.
It’s hard copy, documented by numerous responsible agencies, and not denied by your government, any government, on the contrary - the record is open and it is comprehensive.
Is this unreal compared to ‘stuff’ you find by links you receive from buddies via email? Is it branded incorrectly? Has reality failed to market itself to your consumer niche effectively?
I’m interested by the idea of how basically good people with good intentions can be sold and owned in terms of their mind, by sheer ephemera.

When did I say anything about “bringing Democracy to the Middle East”? How do you know “google search” is my only tool? How do you know I use “stuff I find by links I recieve from buddies via email?”
Just like the last time you typed up an attack on me, this one is full of assumptions about what I beleive, who I am and how I live, that you have no evidence for. You’re projecting a lot of your frustrations with the world at large onto me, personally.
Overall, I would just like to take this moment to admit you are, morally and intellectually, clearly my superior. I’m glad I can at least be of use as a case study of how “good people with good intentionts can be sold and owned in terms of their mind”—because otherwise I’d be wondering if you’re wasting your time by sticking around.

Israel had a market image and brand resistance problem as the ‘only middle eastern democracy’ while assassinating, torturing, massacring folks and driving them from their homes and land and needed to re-brand the idea to market the concept better in the United States, or they who writes their cheques. Hollywood ,television and print have worked years to re-brand and market the Arab/Muslim world as terrorists and ‘unbrand’ them as people fighting for their freedom, their homes and families, it wasn’t enough. Stage Left: Enter ‘Al Queda’ a CIA funded organization....headed by a man whose family is intimately connected to the family fortunes of the current dynasty of political puppets. Saudi Arabia or the US? You decide. Coincidence? Natch....a complicated read.
Your saying you want to ‘rethink existing approaches’. What is the end to these ‘approaches’ . A kinder, gentler assassinating, torturing, massacring folks and driving them from their homes and land? What you don’t state about the “Winning The War on Terror”, is that it’s going to be difficult because the terrorist is your market… and your the tool and the collateral. Your country is .the number one murderer of civilians by several hundred thousand times. The current brand is ‘Death from Above - baby’. Although they are rethinking existing approaches with new slogans, adding ‘burning like a nuclear firewind- baby’. Hard to reconcile with psychedelic culture, inadvisable communications with alien entities, or train spotting - but it’s out in the open and inarguable. But at the end of the day thats - Thats the steak, not the sizzle.

My remarks are not related tangentially, but directly to your articles. It is as you say, a waste of time as you never did plan to answer my accusations that you deal in fantasies that deny the actual reality that is in front of your head.
Your answer is that it’s a personal attack...nothing to do with reality...really nothing to do what’s going on… it’s personal and against you. The idea that the reality of the situation is a illegal war which the medical journal Lancet records as killing 10.000 civilian Iraqis a month over the course so far. and are engaged for another illegal war against Iran....is irrelevant to the subject as this is a personal attack on you for the purpose of e-catharsis. Again, if you’re going to discuss what I actually wrote, I didn’t write that the war needs a cute new friendly face, or some “marketing spin.”
I wrote that the war should stop, immediately, and that the US should withdraw our troops from all our international military bases. I wrote that the military budget should be converted to international aid, and the remaining surplus be devoted to domestic infrastructure and our endless litany of problems at home.
10,000 dead Iraquis is an actual thing—an actual thing that serves no purpose, in terms of the stated goals of the War on Terror, and in fact does nothing but make our future into a more dangerous place.
The combination of your refusal to see these basic points, your insistence on attacking me over points I haven’t even made, and the venom with which you’re continually talking down to me—it all adds up to you coming off as more of a troll than someone with any actual questions.
If you’d actually like answers, try simply asking succinct questions instead of burying them inside multiparagraph diatribes on my stupidity, arrogance, and moral bankruptcy.

I’m not a lawyer using evasion and prevarication to score a point whether right or wrong.
First a multi-paragraph diatribe - then a couple un-succinct questions:
That the US should withdraw it’s troops and redistribute the budget. Seemed to me an anodyne statement thrown out there to cover all contingencies and establish yourself as the thoughtful peacemaker. That is my impression.... blanket statements of good intentions that mean nothing and are never going to be enacted in anyway that doesn’t cause more harm and create more evil.
Ever hear the expression ‘the road to hell is paved with good intentions’? The general idea is that ducking reality under the cover of good intentions never works.... you’ll just go to hell ignorant instead of aware....which means faster and more completely.
Lets try one point first......... that the ‘terrorists’ are low-grade, dipshit scum.
I defend their right to be taken at face value. Anything else is closing of one’s mind.

What are the chances, given your beliefs, that your hands could also be tied by lowgrade, dipshit scum? Likely or unlikely? What is the direct correlation between your statements and Bush/ Fox News? Are you aware of it?
Concerning that correlation: everything we know about these lowgrade dipshit scum has been filtered by a controlled, compliant and embedded media. Much evidence released to the public on the lowgrade dipshit scum have been exposed as planted and faked. For example the koran, letters and video tapes of Atta expressing his posthumous wishes were almost immediately written off as planted evidence and withdrawn from intelligence regarding Atta’s movements prior to 911.
It is incontestable that we have very little of the real story behind the terrorists. Any information we do have is unclassified because it has been discarded as useless. Very little of it points directly to the terrorists being lowgrade, dipshit scum. Only regarding Atta is such a characterization made. In the rest we have a few successful, promising people giving up affluent lives for fanatic causes.
Where they too cowardly to face their affluent lives and spend money like decent people? Is it dipshit to oppose decrepit oligarchies and dictators nailed into place by the US? Would only scum defend Palestinians and consider their cause as anything but lowgrade? Is it only the lowgrade, the dipshits and the scum who give their lives to a cause - who die fighting injustice?
Or are you claiming the scum where just zombie-like slasher/murderers that espoused no causes and where only looking to harm as many highschool cheerleaders as they could possibly get their metallic appendages into?
Some people accuse you in multi-paragraph diatribes of just serving up the same incontestable bullshit we’ve been hearing all along from Bush and Fox news and peppering it with the usual ‘good intentions’ like bringing the troops home and buying everyone puppies with the money saved. Any indication at all that the personal attacks point out very large holes in your world view? Holes in your world view, exactly where they are meant to be?

The vast majority of muslim hostility towards the US is from perfectly rational people who are justified in their anger. Anyone willing to kill women and children over their grievances is low grade, dipshit, human scum. Anyone willing to murder civilians on orders is low grade, dipshit, human scum.
To my mind, this “terror war” is a case of the military industrial intelligence complex manipulating public reaction to spectacular terrorist attack in order to get public support—or at least mute compliance—for a global open-ended conflict against a barely defined threat.

The ‘women and children’ line is heavily overdone and is heard primarily in low level propaganda. One can often hear this cliche used as a rebuke as to why one is not recycling waxed cardboard starbucks coffee cups. You don’t establish yourself as a saint as much as a naif when you recycle cliches when discussing a topic that requires the use of your brain to think. The US military kills women and children on a daily basis, it’s called collateral damage - i’ve yet to hear you condemn this with anything more than a cough and a sneeze. In the last 75 years they have killed and incinerated more women and children than the rest of the world combined. As a US citizen I don’t think sanctimoniousness about terrorism is really rational unless you feel you can pull off mind boggling epic scale hypocrisy without the excuse of being cognitively impaired.
Again, what is the correlation between your article and Fox_News?
Acknowledge that if you take thirtyseven and put him in mohammar’s shoes the world becomes completely different. The same when you take mohammar and put him in thirtyseven’s shoes. And yet it’s the same world. Where is the huge disconnect? And who do you think is more disconnected?
