Hm.

Native Planting would make more sense, to me, as the plants of the area which are native should make the most sense of the type of area they would best survive in.

Using bacterias that eat/digest things like asphalt probably isn’t a very good idea.  It certainly sounds awesome, but it has a strong chance of effecting all elements of or pertaining to asphalt.. which would likely destroy other vital minerals that other organisms (besides humans) need to survive.  It would be like if Monsanto Corporation suddenly decided to go mass-cross-pollinate species they want for their own monopoly of mass-sterile-seed productions. (which, it was suggested/shown has happened in farming communities already, but I no longer have a link to that stuff)

I support (and may participate soon enough in my own version of) this type of activity, but I do not support non-native introductions and possible GMO plant contaminations that it sounds like may be taking place in NY.
My thoughts on a plan:
Natives before Exotics, Useful before Ornamental.
Plants that support each other (same ecosystem) are important as well.
